Choose Brief, Ledger or Receipt. Brief keeps only the opening words, Ledger renders every word as a numbered filing and Receipt replaces the caption with its character count plus a source line. Withdraw policy returns to the unfiled caption.

Possible use

It could let a reviewer vote whether a handoff caption should be brief, itemized or counted, or let a presenter give an agenda line a temporary document status. The policy changes presentation without adding meaning.

Reasonable alternative

A reasonable local alternative is authoring the intended format at the call site and keeping the full caption nearby. A charter turns an obvious content decision into a ballot.
