Possible use

It could make a reviewer borrow a handoff note before annotating it, or let a presenter rehearse taking an agenda line off the slide and returning it with a witness mark. The order creates accountability theater, not accountability.

Reasonable alternative

A reasonable local alternative is one edit action with a visible status. A three-station loan protocol makes a small annotation depend on an invented custody chain.
