Spell it out replaces each letter with its NATO phonetic code word and marks spaces or punctuation visibly. Restore wording returns the original label exactly.

Possible use

It could let a reviewer broadcast a handoff code over a noisy channel, or let a presenter turn an agenda caption into an extravagant radio readout before restoring it. A local label rarely needs to become an entire alphabet exercise.

Reasonable alternative

A reasonable local alternative is showing the original label and using a phonetic helper only for the one value being communicated aloud. Expanding every character makes ordinary reading much harder.
