MetricMandate

Three measurement standards calculate genuinely different counts from the same label: non-space characters, whitespace or word boundaries. The selected standard changes the live total and the width of its official meter.

Possible use

It could let a reviewer decide whether a handoff is large because it contains ink, silence or word boundaries, or let a presenter assign an agenda item an official size without changing its words.

Reasonable alternative

A reasonable local alternative is one explicit count chosen for the actual task. A public mandate makes an arbitrary measurement policy look like content governance.
